• Oversee the overall debt management process and its relationship with the Agency’s administrative and financial processes; • Compile Recoveries, Strategy & Business + Performance Report; • Compile Outside System & Credits Report; • Compile Compliance Certificate; • Compile Debtors & Debt Management Strategy Report; • Identify all debts and amounts owed; • Ensure debt is acknowledged by debtor; • Differentiate between Active & Inactive debtors; • Record Active Debtors on SOCPEN; • Record Inactive Debtors on BAS; • Notify the debtor of the amount owed and the method, instalment and duration of the debt recovery; • Open debt files for each debtor; • Reconcile instalments with debt balances, including the management of interest; Monitor the debt balances; • Identify doubtful debts for provisioning; • Identify bad debts for provisioning; • Apply for write-off where recovery is impossible or not cost effective and complete the write-off accounting transactions; • Clearing of unallocated receipts and pay over of revenue to respective entities; • Referral of debt cases to the debt to the State Attorney where Agency attempts at recovery have proved fruitless and this would be financially feasible; • Be proactive and identify risk arrears I the overall financial and administrative processes to reduce the likelihood of debts arising; and • Provide Agency management with financial and strategic information on debts
